Weird cloud

I took this photo yesterday at about 7:20 pm out the back door looking northeast. We have been having strong storms go through the past few days with more on the way today. I know it isn't a funnel cloud, but it did look funny. A real tornado pushed through the same area a couple years ago. Didn't have a digital camera then. It still makes me mad when I think about it.

That "almost" appears to be a Mammatus cloud.
Was it windy? I ask since it's not a typical Mammatus but the formation can be changed due to wind shear.

No wind. It was dead calm. I was sitting in a chair when I happened to glance out the window and saw it. At first I did think it was a funnel of some sort.
