Model 316 free wheeling lever

I have this old Model 316 That I have had stored for about a year. I need to move it. Under the right fender there is a lever which I am assuming disengages the hydraulics so that I can push this thing. It will only move a few degrees from the up position. How far is it supposed to move so that I can push it. If it is stuck, do I have to take this thing apart to get it to move?

I don't have a 316, but on my 188, you pull the lever out to disengage the hydraulics.
