I think you have a Roosamaster pump? If so, there is an oring seal on each shaft. Just remove the allen headed screw and remove the lever. Use a pick to remove oring. Install new oring and reinstall lever in same position. Be sure to mark it somehow so it goes back in same spot.

Just out of curiosity. Did you change the filter again also? I once had a similar problem on a Ford car with a 302. I had installed a Lee or a Fram filter and had similar symptoms until I installed a Motorcraft filter. Problem was solved.
