Yes the charge pressure relief. The poppet is for the high side. I vaguely remember another poster on here that couldn't get more than 25 lbs charge pressure. His problem was an incorrectly assembled charge pump.

It is possible for the hoses to come apart on the inside. It is also possible to assemble the charge pump backwards. It is possible to have some debris in the pressure relief valve and make sure the hst releif poppett isn't stuck partially open

My ac compressor runs off of the same belt as the fan and alternator. I suspect you may have some sort of emissions that i dont have? Or a hydraulic pump for the accessories?
