Over charging the battery is effectively boiling it. Over charging a battery will make it go bad.

Sounds like a bad voltage regulator to me. If it is a 12VDC system and it is charging @ over 16VDC, in my experience in the past, it was always the voltage regulator. Running over 16VDC has a tendency to melt headlight bulbs and tailight bulbs over a period of time.
