Run my tractor for 2 hours with the fuel switch in the off position what seems to be the problem if there is any thanks for your time?
 
The cause is most likely a worn or dirty fuel shut-off valve that isn’t closing all the way, allowing fuel to leak past even when it’s turned off.

  1. Air in the fuel system
  2. Partially clogged fuel filter
  3. Or just simply not closed somehow all the way?
This might not be it but its worth a try I sadly don't know exactly how to fix Hope this helps, Good luck
