Oil pump relief valve

I have a MF 135 with A3 152 diesel engine, it was getting fuel in engine and it set up for a few years, we'll i got it and had the injection pump rebuilt and replaced primer pump i also had to pull injectors to put lube in cylinders to free up engine. We'll I put all back together and it runs like a charm . The problem is it blows the filter gasket do to extreme oil pressure my thoughts are the relief valve in the oil pump is stuck do to being rusted do to being so clean by fuel in the crankcase. I drained some of the oil and added marvel mystery oil, and have been running it and shuting it down before it blows oil filter seal.my question is if I put a plate and gasket where oil filter mounts and make it dead head will it force relief plunger to release. The only other option is split and pull oil pump. Any suggestions.
