RTV X1100 air controls

I went out this morning to do chores and i can't get the defrost control to switch from center vent to defrost. the knob turns freely but the flapper in the dash isn't moving to redirect the air. does anyone know if the control is electric vacuum or cable??

I don't know, but it feels like a cable. I bet something is iced up. Maybe the parts book could help.

there is nothing in the Workshop Manual, only a description of how it should work. Parts book might help. I couldn't see anything or feel anything that gave me any clue on how it works. Doesn't turn hard enough to feel like a cable.
