I'm sure they are out there somewhere if you can find 'em.

David, you could make them. Looks like 1.5" flat iron. 1/8" would be plenty strong enough. Bend the top to fit your tubing, drill holes and use coppertubing or whatever you have for the squeeze spacer to tighten against. The elastic keepers would probably be the hardest item to round up.

Kinda like this. Modify dimensions to fit your need. Would need to be thicker flat than this, but it's what I picked up out of the pile. Paint to suit of course. :)

If you got a vice you can build them. Actually you could probably build them without a vice but you'll be on the floor chasing them around a little til you get it figured out. I'm pretty sure 1/8" x 1 1/2" flat would work and it could be bent fairly easy with a piece of square tube, piece of pipe to make the round curve and a couple C clamps to hold everything. :)
 
Actually, with further thought, if bending to fit the square tube is a problem you could cut your flat into pieces and then weld it into the clamp shape to fit your tube. Then bend the U using a pipe.

Or you could eliminate the clamp shape and drill your rack and bolt them on. But I'd personally rather have them removeable and moveable.
