Found one other pic with the dash disassembled. It shows the water valve for the heater. Just above it should be the air vent controller swing arm piece. Hope that helps a bit.

I believe, the control arm circled in red is what controls the air to the different vents. Make sure your cable isn't bent, rusted or kinked. I would also disconnect the cable and ensure that the actuator can move manually. Lube up the cable and sheath with some dry graphite.
