Anyone recognize this mower?

Noticed this in the pasture next door to my sil's place.

Front of it has paddles like a combine.

That's cool but what does it do????? The grass in the photo doesn't look tall enough to cut for hay.

The grass was about a foot or so tall. If they bale it no telling how many acres to get one bale.

No, it was moving. Making all kinds of interesting noises, rattles, and bangs.

Sorry I forgot to give an update. I was there a couple of days after the photo.

The field is @25 acres or so. There were 6 round bales scattered around the field. Frank was right. Not tall enough to make much hay.
