belarus tractor t25 Battery Drain

Ok gang new to the forum, I am trying to help my father in law,
My Question i can take my dvom attach one end to ground cable and other end to frame and I am Measuring 12v. I assume this is not normal, i can also remove the ground cable and I get 12v between the removed ground
cable and the battery.

Sure does not sound normal to me, but I know nothing about belarus tractors.
