The Kubota RTV gas caps have been known to bid and be harder than heck to loosen. I've never had one do as you describe.
Have you tried prying underneath it as you turn?
Doc - this is on a New Holland tractor.
I don't have a NH but I'm "guessing" the part of the cap that locks the cap in place on top of the tank has separated from the part you twist.
