Hydraqulic steering got real HARD

I have a Jinma , ford 821, Cub 7532 and my Jinma is out of
service as the hydraulic steering has stopped working. As my
wife uses it to brush hog the fields, I got to fix it before the
next cutting or I will be doing it myself.

There is a priority Valve off the main pump
then a steering box hydraulic in and two outs,.
A dual action cylinder

I noticed the screw cylinder end seal has walked out1/4 inch
and is leaking.
My steering wheel pressure is much harder than it should be
(NO ASSIST).

I've screwed back in the seal but IT STILL LEAKS.

Is it possible that the internal seals have failed and are the cause
of my hard steering.?

Or could it be a clogged filter not letting the fluid through in the volume needed?

If you only have one filter i would think all hydro things would be affected. Some have multiple filters though.
