Welcome to the forum. What year or model do you have?
Many have a toggle switch to turn them on and off.
Some have the light control embedded with the horn button like what's pictured below. For this type, you rotate the outside ring to turn them on and off.

Hi. 6718 s. 22 plate. I did ask dealer who said they can't be turned off and I know he should know what he's talking about but it just seems strange that you can't

That is strange. I can't find anything about it. Are you across the pond in the UK? If so, I wonder if it's a requirement over there for safety reasons. Over here, in Canada, they had a requirement going back a couple decades that vehicle headlights are always in the ON position. That's sort of happened here in the States but it can be bypassed.
