Not if he keeps it relatively warm over the winter. The biggest issue in the spring is the mass of the concrete floor. It stays cold as the air warms up so there is condensation everywhere particularly on the metal items in the shop.
My floor has a couple layer of 6 mil poly under it to stop moisture from wicking up but the moisture in the air is the issue.
Right now, there's little condensation in mine as the outside air is still cold (low moisture, minimal temp difference) and it's not heated.
When it hits the 60's here, I'll start ventilating it. Doors, windows open with fan on.
