I agree that too many will jump on a bandwagon and have no idea what they're actually voting for and maybe there should be some sort of test but I'm not sure how effective it would be. Especially if what you needed to know in order to vote was known ahead of time.If you can not name both of your state senators and their party, your representative and the vice presidential nominee then yes, you are just too uninformed to be able to vote. If one can not meet that requirement I would have no problem with suspending the right/privilege to vote.
The only thing someone would have to do is...... OK I like these people. I want to vote for them. Gotta find out who my US Senators are, who the VP is, etc, etc.
And, like anything to do with government, it would end up being costly, time consuming and there'd be too many ways around it for the testing to be practical and I doubt it would change anyones mind or leave them any more informed on who they intended to vote for in the first place.
The only way for people to vote for what they think is best is to spend time researching and learning about the issues, politicians and gather information from places other than just the mainstream 'news' opinions and left leaning movie stars that most people are bombarded with constantly. At least there would be a sense that a rational, well rounded decision on who and what they're voting for was made.
I think it's be best to work with what we have now and that's leaving it to the individual to convince a freind or family member and the campaigns or parties that each of us support to properly get their messages out to the voters.
