Cow or horse? When I put my veggie garden in I topped it off with 5 dump trucks of cow manure. That took a lot of drying and rototilling to get it rolled in with the soil.
If we had a way to get it there, I have all of the compost you would ever want/need. It does great. It'll make a garden grow like there is no tomorrow. Of course, mine is from goat, so it isn't "hot" like horse/cow.
