RTV x1140 only turn right

New to me kubota rtv x1140. It will only turn to the right. Steering is almost impossible to turn to the left. I lifted the front end off the ground and tried it which made no difference.

Is the steering controller garbage or something else going on?

Is there anything in the front end jamming things up (like a stick)?

There is nothing jamming the steering

This is a new one. Solution should be interesting.
I'd look for bolts not quite as dirty as the others where previous owner tried to adjust the steering. Figuring you already checked steering for loose fittings.
